iNFORMATION

  • Requiring the head of the university to take appropriate measures to ensure the proper organization of accounting and control;
  • Ensuring compliance with the established procedures for the receipt, storage and expenditure of cash, inventory and other valuables in the departments;
  • Making suggestions to the head of the university on planning the volume, reduction and timing of awards;
  • Requiring all departments of the University to prepare and submit to the accounting department the documents and information required for accounting;
  • Implementing other rights provided by law.
  • Improper accounting, resulting in disorder and financial reporting;
  • In case of execution and acceptance of documents on illegal operations on receipt, storage and expenditure of funds, inventory and other valuables;
  • Delayed and incorrect cash transactions, as well as settlements with debtors and creditors;

Violation of the procedure for writing off shortfalls, receivables and other losses;
In case of violation of the requirements of other normative legal acts on the organization of accounting.

Accounting department

Accounting at the University operates in accordance with the Instruction "On Accounting in Budget Organizations", registered in the Ministry of Justice of the Republic of Uzbekistan on December 22, 2010 No 2169.
Purpose:
The accounting department of a university headed by a chief accountant is an independent department and is not allowed to be part of any other department of the university.  Accounting at the University is carried out in the form of a memorial order of accounting in accordance with the Instructions.  The University's accounting department, in coordination with the Ministry of Finance of the Republic of Uzbekistan, conducts accounting in the form of a journal-order.

Duties of accounting:

  • Payment of salaries and equivalents of employees of the University, as well as student scholarships in the prescribed manner and on time;
  • Inventory of cash, accounts and tangible assets, as well as other assets and liabilities, timely and accurate recording of inventory results and their reflection in the accounting records.

    The main responsibilities of the chief accountant are:
  • Supervising the persons responsible for the maintenance and maintenance of the integrity of the material assets under their responsibility;
  • Keeping records of power of attorney issued for the acquisition of tangible assets and control their proper use.
  •  Maintaining accounting in accordance with the Instructions and other regulations, as well as the organization of accounting using modern technical means and information technology;
  • Preliminary controlling over the timely and correct execution of accounting documents and the legality of transactions;
  • Regular monitoring of the proper use of budget funds, as well as extra-budgetary funds for the specific purposes provided for in the cost estimates, as well as the integrity of cash and tangible assets;
  • Controlling over the conduct of accounting in accordance with the requirements of the legislation in the universities included in the system;
  •  Calculating the salaries and equivalents of university staff, as well as student scholarships in educational institutions in the prescribed and in a timely manner;
  • Timely settlements with legal entities and individuals arising in the course of budget execution;
  •  Participating in the inventory of cash, accounts and tangible assets, as well as other assets and liabilities, timely and accurate registration of inventory results and their reflection in the accounting records;
  • Explaining to the responsible persons how to maintain the integrity of the material assets under their responsibility;
  •  Maintaining records of power of attorney issued for the acquisition of tangible assets and monitoring  their proper use;
  •  Preparation and submission of financial statements in a timely manner;
  • Preparation of cost estimates and appendices to them for approval by the head of the university;
  •  Regular monitoring of the integrity of fixed assets and other tangible assets in their places of storage and use;
  •  Ensuring the safety of accounting documents, accounting registers, as well as cost estimates;
  •  Ensuring the fulfillment of other duties provided by law.
